Waterboarding Used to Be a Crime

According to ABC News, the US has used waterboarding three times total since 9/11, and have not used it sicne '03. All occurances were apparently on high ranking Al Quada officials.

The Dems have control over congress, they could motion for waterboarding to be illegal today, and have the votes to carry it.
