Buffalo definitely did finish over the cap due to bonuses and LTI. Detroit was over the cap in 2005-06 due to bonuses and LTI.
Teams can go over the cap due to LTI. Starting this season, they cannot go over the cap for bonuses (since there is no guarantee that the following season will be played under the same CBA and thus no consequence for going over the cap since bonus money that exceeds the cap is charged against the next season's cap, up to a max of 7.5%)
