The executioner was Nguyễn Ngọc Loan, a South Vietnamese general who was the chief of police. The prisoner was allegedly the commander of a VC military group which targeted South Vietnamese police and their families. There's some debate about whether he was actually in that position, but he was definitely a member of the VC.
