You know, with a good senior season, a four star ranking may not be out of the question (and certainly not a three star)...not that it matters.

Take a look at the comparison between James Jackon ( James Jackson - Football Recruiting) and Fowler (Bennie Fowler - Football Recruiting)

In summary:

James Jackson, Grand Ledge
tOSU commit - Four Star (per rivals)
6'0" 175 4.31 / 40

Bennie Fowler, Detrout Country Day
MSU commit - Two Star (per rivals)
6'2" 185 4.36 / 40

Now consider that both missed big parts of the season last year due to injury.

Please note, by me posting this comparison, I am saying that Fowler is as good as Jackson (I have never seen Fowler play, but I have Jackson), but there are some means to compare, at least the attributes, and those measures are very close.
