Not even close.
The eastern part of Ypsi has some pretty rough areas, as is much of the stuff close to Michigan Ave. near the downtown area. The west parts of town (as well as most of Pittsfield township) have some really nice neighborhoods, they're safe and quiet, and I have had several friends own homes in that area and have had no problem.
