Its perfectly easy to think of an example. With mutual respect between Cuba and USA. There could have been discussion, and trade to improve the economy of Cuba. If Cuba had a stronger economy in the last half of the century, Cuban citizens wouldnt be flocking to boats to escape Cuba and end up in the USA.
