I never heard anything from Richardson either. However, on paper, he was a near-perfect choice and his endorsement as a Clinton insiders was huge. Therefore, since they never seemed to talk about him, I assume he told Obama that he wasn't interested.

But Biden is a consummate insider. By picking a Governor, Obama can take the position that "we're coming to Washington to shake thinks up" (yes, I know he's currently in the Senate, but so was Gore and that didn't stop the Clinton/Gore campaign from taking an outside POV).
Obama is about change. There is nothing about Biden that says "Change"
