Smoking in public is much like going to the bathroom in public: it's dirty; it smells bad; and it's unhealthy for everyone around.
Where did these poor unfortunate addicts acquire the "right" to drop their butts wherever they want? Every time I see a butt on the street or anywhere else other than an ashtray I become more and more anti-smoking AND anti-smoker.
