Pittsburgh Post-Gazette - Why no Devon Smith on returns?

I read a while back that Devon Smith was timed at a 4.19 and 4.23 40-yard dash time. Why don't we try him at returning punts and kicks? Also, how much of an impact do you see him having in his future years at PSU?
