You need to go to the main league page, and pick this league to join. Then enter the password.

Go to GMs at the top of the page and click. It will show you the available teams.
It also has a countdown clock. When the clock strikes zero (Thursday 9:00 pm), the teams are available to choose. Look over the teams and see which one you want.
Oklahoma City is off limits though because the previous season GM has reserved it and I messed up by not re-activating his account.

UPDATE
Site Owner has agreed to start our league ahead of the other leagues.
On second thought, let's start the league today at 9PM EST be a great test
Game begins tonight @ 9 pm. That is when you when you can choose teams.
So get signed up. Log in tonight @ 9. Choose a team.

I am in the league looking around and have clicked on everything. I see nowhere to enter the password.
