Not true. On a new car, if you hear engine knocking, something is seriously f-ed up. The electronic system will just continue to cut back on the timing to the point where you can probably run your car on Jack Daniels and still not hear any knocking.
Just because it isn't knocking doesn't mean it's fine though. As discussed, running regular in an engine designed for premium can result in lower power, worse mileage and can damage the engine over time.
