they haven't gotten much love, but do most agree that bonds and rice are the best we have seen in their respective sports in the past 20 years.

You almost need to make that distinction between team sports and individual sports.
It is easier to be dominant when you don't have to depend upon outside factors like teammates and franchise owners.

I'm pretty sure he was referring to Pete Sampras, the guy that Federer just passed in overall grand slam titles. And he won his last grand slam in 2002, so he certainly fits the criteria here. Also, he's married to Veronica Vaughn (so hot, want to touch the heiney).

Mike Tyson was awfully dominant from the time he started until the Buster Douglas debacle...and we all know what happened from there. But I was watching "Mike Tyson's Greatest Hits II" on ESPN a couple weeks ago, and he would just absolutely destroy people....even when he was in the upper echelons of the heavyweights, all it took was one good punch and it was lights out. Not comparing Tyson to all the other greats listed here (I simply haven't seen enough of them and know very little about boxing in the first place), but man was he fun to watch when he was young.

Spin it however you want, but he's easily the most dominant cyclist of all time, and arguably the most dominant athlete of "our generation".
No one has mounted a serious challenge to his dominance for nearly a decade.

Get a life. There are plenty of people in the know who think that Lance was dirty. I'm not saying he was but this sport is so dirty that it wouldn't surprise me in the least if he had doped. I participate in some heavy duty cycling forums and there is far from a consensus that he was clean.
Also, you are so wrong about Tiger Woods. To compare him to a Nascar driver is the height of hate.

Throw in the sub-3:00 marathons and almost winning a mountain bike race in his first competitive race back from retirement.
He's arguably the most tested athlete in the world and has never come up positive. And it's bad rationalization, but if he did, he just would have been on level playing field with everyone else.
Having a great team shouldn't disqualify Lance any faster than having Scottie Pippen and Phil Jackson should disqualify Michael Jordan. Lance lead and helped select his team better than anyone else, and beat out a bunch of great T-Mobile teams that arguably had more talent.
There's two knocks you can make against Lance: he was so focused on the Tour de France that we'll never know if he could have been a great Classics rider, or if he could have won all three grand tours in a year, but then we don't penalize Tiger for focusing on the majors; and even the most dominating general classification rider will never totally dominate the sport because they can't sprint, but then again we don't penalize Gretzky for not being a good goalie.

And even then, right now, it's Federer. And a case can be made for Armstrong. As far as people currently dominating their sports. (Relatively recently anyway.)
Heck, LA was SO dominant and was winning so much, the guy took some time off. Then, with ratings and the sport of cycling going to pot; they enticed him to come back out. Now, go and listen to VS. do a show on the Tour. They mention Lance so often; it's almost as sickening as the word Woods 6,000 times a day on Golf channel or any tournament airtime.
IMO - It's RF & LA in a dead heat. With Barry Sanders real close.

I'd love for you to explain way baseball does not compute into the equation. Many people say that hitting a baseball is the hardest thing to do in sports. So any explanation you could give to me would be fantastic.

Feel free to make up your own definition of athlete, just don't expect everyone to agree with you. (BTW, the dictionary definition is "a person who is trained or skilled in exercises, sports, or games requiring physical strength, agility, or stamina", which certainly includes Tiger).
