Download the free Google maps app, and don't even worry about the Blackberry GPS.

You can use GPS, there are many apps, most cost either a 1 time fee or monthly. Google Maps is free and works very well.

Actually if you have a GPS chip, google maps will use it and get you within a couple of meters. The cell towers are used in place of the GPS chip, or if you're not receiving signal.
And to answer your original question, you get charged for the software, not for using the chip. It's free for google maps to use the gps chip.
