A New Guerilla War?

Looking at interracial crime rates USA - Interracial crime at a glance and Statistics it seems that it is quite one-sided. For instance, in 2002 there were 1,916,380 black on white crimes vs. 362,784 white on black crimes.

At what point does this number of violent attacks on a segment of the population rise to the category of a guerilla war?

I just don't think this level of one-sided attack is driven by the usual social excuses of poverty, bad family life, etc. I think it might be more political than that, perhaps deriving a lot of its intellectual rationale from the black power movement. What do y'all think?
