Our per capita energy consumption has increased slightly since Carter was President. It's just our population has increased. Sorry, but the only easy numbers I can find are for North America has a whole, but you get the idea.

For your small universe probably so.
For the rest of the world and the US you are greatly outnumbered.
But Carter stands for things like free election, following US law and not using the DoJ as a political tool. He clearly isn't a real American patriot.
